Judith McCormick Higgins

Judith Higgins is a veteran, small business owner, educator, and human resources administrator. She volunteered in Lower Windsor Township and was a public servant for more than 25 years. For over 40 years, Judith lovingly acted as a caregiver for her sister, and twice relied on Medicaid for the life-saving medicine she needed to treat her breast cancer. Higgins’ researches women’s journey to the Pennsylvania General Assembly, and the insight informs her advocacy. She welcomes the opportunity to be a strong voice in Harrisburg for equal rights, pay equity, protection against discrimination and violence, and women’s rights to their healthcare. Since 1997, Judith has been an adjunct professor at Penn State York, and for 21 years she worked as a human resources consultant. Her experiences gave her the skills to analyze policy in its’ interactions with existing structure, in the short-term, and the long term.
